Kage: Rasa The Fourth Kazekage

Rasa was the Fourth Kazekage, the leader of Sunagakure. He was famous for his skill in using Gold Dust. During his time as Kazekage, he was known for stopping the rampages of the One-Tailed Shukaku, which he had sealed inside his youngest son, Gaara.

Background

Due to the Land of Wind's daimyō reducing Sunagakure's budget and relying on Konohagakure's cheaper services, Rasa feared for his village's survival. He decided to focus on improving the skills of Suna's ninja and ordered Chiyo to seal the One-Tailed Shukaku inside his youngest son, Gaara, making him a powerful weapon for the village. However, Rasa's wife, Karura, died giving birth prematurely to Gaara. Rasa taught Gaara ninjutsu but left his care to Yashamaru, distancing Gaara from his siblings. As Gaara grew, Rasa realized his mistake as Gaara unintentionally attacked people due to his unstable nature. The village saw Gaara as useless, and Rasa planned a test with Yashamaru to control Shukaku, but Yashamaru died, causing Gaara to lose control. Rasa used his Gold Dust to stop Shukaku. Rasa initially wanted Gaara dead but saw potential when Gaara gained control over his powers, hoping he would become a valuable asset. In the anime, Rasa sent Pakura to her death under a false peace treaty with Kirigakure and oversaw a meeting with Iwagakure during the Third Shinobi World War. He also established a rule at the Sunagakure Academy, allowing only skilled children in ninjutsu or genjutsu to attend.

Personality

Rasa cared a lot about his village. He considered teaming up with Orochimaru, a dangerous criminal, to destroy Konoha and help his village. But this plan backfired, and Orochimaru betrayed and killed Rasa and his guards. After coming back to life, Rasa hoped that the new generation would stop the mindless fighting. He loved his wife and children, but he struggled to balance his duty as a leader with being a father. When the council saw his son Gaara as a failure, Rasa was disappointed but gave Gaara one more chance. He made a plan to test Gaara, but it went wrong, and Gaara lost control. Rasa wanted to keep the village safe, so he considered getting rid of Gaara. He believed in doing what was best for the village, even if it meant making tough choices. Later, when Rasa was defeated, he realized that Gaara had become stronger than him. He apologized to Gaara and trusted him to protect the village.

Abilities

Rasa was a strong shinobi and held the position of Kazekage. He displayed his power by being able to control the tailed beast Shukaku. This made others think twice before starting a conflict with him. Rasa was also observant, noticing Gaara's Third Eye and sensing Mū's chakra. He had a unique fighting style, using his Gold Dust to attack enemies. Rasa's dedication to developing new techniques for Suna shows that he was intelligent.

Ninjutsu

Rasa was a highly skilled shinobi who possessed extensive knowledge of ninjutsu. He acquired the Magnet Release kekkei genkai, a combination of earth and wind elements, from the Third Kazekage. This ability allowed him to manipulate large amounts of Gold Dust, which he could summon and control rapidly. He used this power both defensively and offensively, creating barriers and launching powerful attacks. Rasa's Gold Dust had a greater weight than sand, enabling him to subdue even the rampaging Shukaku. Additionally, he developed a special eye made of Gold Dust that allowed him to observe situations from a safe distance. Rasa was also proficient in Water Release, using a high-pressure water blade that could break through strong defenses. He was skilled in Yin Release as well.
