Mizukage in Naruto Series
The leader of Kirigakure, known as the Mizukage, is considered the most powerful shinobi in the village. Throughout Kirigakure's history, there have been six individuals who have taken on the role of Mizukage.
Overview
The position of Mizukage was established when Kiri was founded by Byakuren, who became the village's first leader. The Mizukage is chosen based on their strength, regardless of age. The Mizukage's building, marked with the kanji for "water," is the prominent landmark in Kirigakure. Throughout history, the Mizukage's authority has had a significant impact on political and military matters in Kiri. The first four Mizukage governed with secrecy, internal politics, and limited interaction with other villages. However, the Fifth Mizukage introduced reforms that improved diplomatic relations with other villages.

First Mizukage
Byakure was the First Mizukage who founded Kirigakure in the Land of Water.
Second Mizukage
Gengetsu Hōzuki was a member of the Hōzuki clan, and the Second Mizukage of Kirigakure.
Third Mizukage
The Third Mizukage was the leader of Kirigakure.
Fourth Mizukage
Yagura Karatachi, also known as the Fourth Mizukage, was the host of the Three-Tails and the leader of Kirigakure. His rule was characterized by violence and oppression, earning the village the infamous reputation of the "Bloody Mist." However, it was revealed that Yagura was manipulated by Tobi, who secretly controlled the village and could be considered the true Fourth Mizukage.
Fifth Mizukage
Mei Terumī, also known as the Fifth Mizukage, took on the leadership role in Kirigakure after the tyrannical rule of Yagura Karatachi. As Mizukage, she dedicated herself to implementing positive changes within the village and rebuilding connections with other ninja villages.
Sixth Mizukage
Chōjūrō is a member of the Seven Ninja Swordsmen of the Mist, a group from Kirigakure. Initially serving as the retainer of the Fifth Mizukage, he later becomes the Sixth Mizukage, taking on the leadership role in the village.
